Pannam is a division of Cleveland, Ohio based Horizons Inc. Horizons Inc. was founded by Dr. Eugene Wainer in 1947 as a contract research company specializing in government research. Today the company's business is divided into two manufacturing divisions, Horizons ISG and Horizons PID.
